Department: Financial and Administrative Services

Reports to: Chief Financial Officer

Descriptive Summary: The Human Resources Manager designs, implements, and manages policies and programs that support the organization’s talent acquisition, development, and retention objectives. This position will contribute to creating the desired workplace culture, one that is collaborative, accountable, innovative, and committed to excellence. The position recognizes that the key to Onpoint’s success is its people and is responsible for a range of administrative functions that support this value, including recruitment and onboarding, employee training and development, and ongoing engagement.

Responsibilities

Recruiting — Design, manage, and improve Onpoint’s recruiting process to attract exceptional candidates to fill vacancies. Specifics include:

·        Work with management staff to assess needs

·        Help determine target job title and pay range

·        Draft and/or update job descriptions

·        Advise on desired qualifications and experience; create measurement mechanism

·        Post jobs on recruiting sites, social media, and with partners

·        Provide candidate screening 

·        Review and schedule candidates, track status of recruitment process

·        Manage the interview process; insure consistency across candidates

·        Follow up with candidates as appropriate

Onboarding – Orient new employees for success at Onpoint. Specifics include:

·        Conduct meetings with employees on their first day

·        Complete required legal and benefits paperwork.

·        Provide training and guidance on new employee administrative functions

·        Assess and schedule needed training for new employees to successfully and swiftly get new staff up to speed

Training – Develop staff to their full potential. Specifics include:

·        Solicit feedback from supervisors and staff on needed training

·        Research and schedule appropriate training for staff roles

·        Schedule all-staff trainings, workshops, presentations, and talks

·        Manage the process by which staff develop and maintain professional development plans

·        Support staff efforts to gain applicable professional degrees and certifications

Engagement – Identify engagement issues and opportunities and work with leadership to effectively address in a proactive, collaborative manner. Specifics include:

·        Conduct employee surveys and solicit employee feedback as needed

·        Create, update and communicate staff policies as needed

·        Provide employees with an available first point of contact for questions and guidance on fundamental HR topics and issues, escalate concerns beyond their scope of role to appropriate leadership

·        For new projects or initiatives for which the role is responsible, facilitate kick off meeting, develop project plan, track and report on project status

Manage Performance — Lead and support staff appraisal process to evaluate and strengthen staff performance. Specific responsibilities include:

·        Improve the performance evaluation process with input from stakeholders

·        Train and manage staff in the performance evaluation process

·        Oversee and guide employee recognition

Other

·        Understand the value that Onpoint places on maintaining the confidentiality and integrity of our corporate and client data and meet applicable privacy and security compliance requirements

·        Ensure that Onpoint and client data is accessed, handled, processed, transmitted, disclosed, and stored according to operational and IT policies and procedures

·        Immediately report any suspected or actual violation of privacy and security policies or unauthorized access or disclosure of Onpoint or client data

·        Understand that compliance with all privacy and security policies, laws, and regulations is part of each employee's annual performance evaluation

·        Adhere to all policies and procedures as outlined in the Onpoint Health Data Employee Handbook

·        Perform all other duties as assigned

 

Supervisory Responsibility: None

Qualifications

·        Bachelor’s degree required

·        2+ years of experience in organizational or employee development, human resources, or a related field

·        2+ years of employee management experience required

·        Working understanding of human resource principles, practices, and procedures

·        General knowledge of employment laws, employee benefits, and compliance issues

·        Excellent written and verbal communication skills

·        Skilled at facilitating meetings, events, and conversations of all types

·        Ability to handle confidential and sensitive information in a discreet and professional manner

·        Highly organized with demonstrated ability to manage multiple priorities in a fast-paced environment

·        Experience working collaboratively as well as independently within multidisciplinary teams

·        Strong problem solving and critical thinking skills

·        Excellent organizational, interpersonal, and time management skills
