Vermont Hospital Price Transparency Dashboard Adds Data & Impact Estimator

October 2026 – Onpoint is proud to have supported the Green Mountain Care Board (GMCB) in developing its recently published price transparency dashboards. These interactive tools help policymakers, researchers, and others compare the costs of inpatient and outpatient services across Vermont healthcare facilities. Using data from Vermont’s all-payer claims database (APCD) from 2019 through 2025, the dashboards offer a new way to explore and understand healthcare prices across the state.

The dashboards were developed as part of Vermont’s Act 68 of 2025, which directed the GMCB to reduce large differences in healthcare prices and make care more affordable for Vermonters.

The dashboards use Medicare payments as a common benchmark to compare healthcare costs. For each service, the dashboards show its cost as a percentage of what Medicare would pay for that same service. Because Medicare’s payment rules are publicly available, they offer a consistent and transparent way to compare prices across healthcare facilities. By contrast, the rates commercial insurers pay are often determined through private contracts with individual providers and facilities.

To establish this benchmark, Onpoint estimated Medicare payments using the published payment rules from the U.S. Centers for Medicare & Medicaid Services (CMS). To enable meaningful comparison, Onpoint didn’t apply certain adjustments that Medicare makes to its standard rate to support hospitals that provide additional services to the community – for example, additional payments to a teaching hospital or to a hospital that serves low-income patients. These payments are not related to the cost of providing care and thus weren’t as relevant to the dashboards. The dashboards feature profiles for Vermont hospitals as well as for Dartmouth-Hitchcock Medical Center in New Hampshire (shown below).

This year’s dashboard update also introduces an impact estimator tool, which allows users to explore how setting different thresholds could affect healthcare spending in Vermont. Users can select a threshold ranging from 200% to 500% of Medicare’s payment rate and see the estimated impact on healthcare costs for Vermonters. For example, as shown in the screenshot below, setting a threshold of 350% Medicare for CT scans could have saved Vermonters an estimated $18.57 million in 2025.

Onpoint and the GMCB will share more about these dashboards at the 2026 National Association of Health Data Organizations (NAHDO) Annual Conference in November, exploring the methodology behind the dashboards and providing a live demonstration of how the tools work.
