Onpoint was founded with a mission to serve the public good through independent and reliable service. This mission continues to guide our daily work as one of the nation’s longest-standing, nonprofit health data organizations. We remain committed to delivering trusted information, insightful analytics, and exceptional service that help states, policymakers, and communities understand and improve their healthcare systems. Our work is grounded in integrity, independence, and an unwavering dedication to the people and institutions that we serve.

 

Our Nonprofit Difference

Onpoint is a mission-driven nonprofit, not a commercial vendor. This distinction is central to our work and critically important to the clients and communities we serve. 

  • We reinvest not distribute. Every dollar we earn is reinvested into strengthening our technology, enhancing our analytics, expanding our services, and supporting our clients. We do not answer to shareholders, private equity, or short-term interests. Our work is focused entirely on long-term value and the public benefit.
  • We are guided by service – not sales. We focus on helping our clients make informed decisions, not maximizing profit margins. This allows us to deliver transparent, client-centered solutions that evolve based on client needs, not market pressures.
  • We prioritize trust and stewardship. Managing health data is a profound responsibility. Our nonprofit status reinforces the trust that states and partners place in us, ensuring that sensitive information is safeguarded, analyzed, and shared responsibly and ethically.
  • We measure success by impact. Our work supports policies, programs, and research that shape healthcare affordability, quality, access, and equity. Impact, not revenue, defines whether we are succeeding.

We specialize in integrating and transforming complex health data into high-quality, analytic data sets and clear insights that power healthcare transformation.

Onpoint Through the Decades

1970s

Founding & Foundations

  • Founded in 1976 as the Maine Health Information Center (MHIC) to provide an integrated, trusted data resource of hospital and insurance information for the state of Maine
  • Established a collaborative, independent board with founding members from Maine’s hospital association, medical association, health plans, state agencies, and other key organizations
  • Awarded a federal grant in 1979, accelerating the development of
nation-leading systems to send data electronically and build infrastructure to store and integrate hospital and insurance data

1980s

Building & Focusing

  • Completed development of Maine’s first comprehensive statewide hospital discharge database in 1980, setting a model for the country and supporting key health research
  • Shifted focus to diversifying product offerings and operating as a fee-for-service organization after federal funding ended
  • Provided analytics for Georgia Pacific’s plant in Maine, digitizing and analyzing the company’s claims data – a precursor to future work supporting purchasers
  • Provided survey and hospital discharge data research in 1984 for Dr. Jack Wennberg, Dr. Daniel Hanley, and others, supporting the country’s first community-based prospective outcomes study

1990s

New Visions & Next Steps

  • Began a national evaluation of healthcare services and outcomes for vehicular accident victims, helping launch the federal Crash Outcome Data Evaluation System (CODES) in 1992
  • Created one of the nation’s earliest multi-payer claims databases – a precursor to full all-payer claims databases (APCDs) – in 1994 for a coalition of Maine’s largest employers
  • Expanded analytic capabilities and project portfolios beyond traditional datasets to support self-insured employers, Medicaid, and workers’ compensation initiatives

2000s

Expansion & Evolution

  • Pioneered the APCD industry with the launch of statewide APCDs for Maine, Massachusetts, New Hampshire, and Vermont, reflecting New England’s leading role in health data and analytics
  • Developed the data definitions and layouts that would become adopted across the country as the APCD standards for data collection and integration
  • Rebranded as Onpoint Health Data in 2009 to reflect the organization’s broader reach and expanded national focus in support of state efforts to improve healthcare delivery

2010s

National Growth & Innovation

  • Continued to expand across the country, launching APCDs in Minnesota, Connecticut, Rhode Island, and Washington State
  • Diversified into the regional health improvement market, supporting value-based care initiatives in California, Kentucky, Ohio, Oregon, and Pennsylvania
  • Released public-transparency solutions for our APCD clients, including the award-winning cost and quality website for Washington State
  • Collaborated with the Dartmouth Institute to create an Atlas of Children’s Health Care in Northern New England
  • Expanded our data integration platform to readily integrate non-claims data (e.g., clinical, registry, vital records, social drivers of health) and expand our team’s analytic scale and services

2020s

Diversification & Advanced Analytics

  • Continued growth in the APCD market, implementing data warehousing and analytic solutions for Alaska, California, Colorado, Georgia, Indiana, Maryland, and Nevada
  • Released our APCD Snapshot reporting tool, offering public-facing dashboards for immediate insights into the benefits and scale of state APCDs
  • Created the New England States’ All-Payer Report on Primary Care Spending in collaboration with six New England states, NESCSO, and the Milbank Memorial Fund
  • Launched the first Onpoint-funded, multistate analytic collaboration, Collective Impact – an award-winning initiative across five states focusing on behavioral health and women’s health
  • Leveraged artificial intelligence (AI) to develop innovative new tools to navigate complex data and generate actionable insights through chatbots and other agentic AI applications

Our History

Onpoint Health Data was founded over 50 years ago to solve a longstanding challenge: healthcare leaders were awash in data but lacked a trusted partner to help them make sense of it. Getting its start in 1976 as the Maine Health Information Center, our organization was created to meet that need, bringing consistency, meaning, and independence to fragmented health information – long before “big data” became a national conversation.

That commitment to trust and clarity in data has guided our work ever since.

Over the past 20 years, Onpoint has emerged as the nation’s leading developer and operator of all-payer claims databases (APCDs) across the country. We have successfully launched new APCDs, transitioned state-sponsored APCDs relying on legacy systems and pioneered cross-state analytics that have informed healthcare transformation across the country.

Today, Onpoint integrates data from more than 350 health plans to support statewide health transparency, cost-growth benchmarking, value-based purchasing, population health reporting, and advanced analytics initiatives from coast to coast. Our analytics power dashboards, public websites, policy analysis, and program evaluation that help the public, policymakers, and healthcare leaders understand and improve the delivery of healthcare.

We continue to push the field forward through cloud-native technology, industry-leading solutions, and an expanding suite of analytic enhancements and reporting that make healthcare data more accessible and actionable. This includes the responsible integration of artificial intelligence to support ease of access to large, complex data, and to accelerate insight generation and improve public understanding of healthcare information – always with the rigor, transparency, and trust that are our trademark.
