Onpoint Health Data is an independent, nonprofit organization providing reliable data, accurate analysis, and innovative reporting services for nearly 50 years. Our Collective Impact initiative reflects our mission by providing pro bono solutions that deliver insights, deepen understanding, and demonstrate the value of APCDs nationwide.
2025 Multi-State Behavioral Health Initiative
The 2025 Multi-State Behavioral Health Initiative - our inaugural Collective Impact project - is an exciting collaboration between Onpoint and five of our state all-payer claims database (APCD) clients - Connecticut, Maryland, Minnesota, Vermont, and Washington. Working together to leverage their collective data for systemwide healthcare improvement, we developed a series of interactive dashboards that explore the relationships between behavioral health, other medical conditions, and social drivers of health across key geographies. Explore the dashboards below.
Explore Key Findings & Highlights from the 2025 Multi-State Behavioral Health Initiative Dashboards
Looking for some quick takeaways from the 2025 behavioral health dashboards - or launching points for your own analysis? Onpoint's analytics team has gathered some of their key points of interest into a series of Tableau "slides" that highlight different data points across the states' dashboards. To launch the deck, simply click on the image to the right and then visit any of the state dashboards to continue exploring.
For a deeper dive into some of our team's findings and approach, download any of the issue briefs below. Each issue brief explores a specific topic - how we collaborated with the states to mitigate wide variation in their available substance use disorder (SUD) data, for example - or a specific dashboard to offer insights, background, and future areas of potential analysis.
Issue Briefs
Onpoint's analytics team spent the past year developing these dashboards, working closely with the data and our clients to explore its nuances. Along the way, they developed a series of findings and observations that are captured in a series of topical issue briefs. Use these downloadable reports to learn more, continue the conversation, and spark ideas for further areas to explore.

In this issue brief, Onpoint draws on the underlying data from our Multi-State Behavioral Health Initiative to analyze how mental health conditions impact use of the emergency department (ED) across states and payer types. The analysis includes a special focus on “frequent flyers” – individuals who make up a relatively small percentage of members but account for a disproportionate number of ED visits, many of them for non-emergency issues.

The Multi-State Behavioral Health Initiative included an in-depth assessment of the availability of substance use disorder (SUD) data in our clients’ APCDs. Learn more – including suggestions on leveraging APCD data for SUD-related studies – in this issue brief.
