Connecticut Launches Its APCD Program with Focus on Consumer Transparency

Onpoint Selected to Provide Data Management, Hosted Analytic Warehouse, & Consumer Transparency Reporting System for Connecticut’s New APCD

Access Health CT (AHCT) announced this week a new partnership with Onpoint Health Data to provide data management and analytical services for Connecticut's All Payer Claims Database (APCD). Through this partnership, AHCT will be able to leverage new information about health care in Connecticut and provide analysis on lowering costs and delivering more efficient care to state residents.

"We are confident that Onpoint will successfully meet AHCT’s data management needs and provide valuable information about health care in our state," notes Jim Wadleigh, AHCT's acting CEO.

In its role as data management vendor, Onpoint will manage the collection, storage, and analysis of the claims data. Onpoint also will use de-identified, aggregated data to produce analytic reports and a public website, which will provide consumers and other stakeholders with information on health care in Connecticut.

The five-year contract includes four releases, which will be implemented over the coming 12-15 months and span AHCT’s suite of APCD services, including data integration for public and private payer data, development of a hosted analytic warehouse, and a public reporting portal with health cost, quality, and utilization information. Implementation of the APCD is partially funded by AHCT’s federal grant.

“We’re very excited to be partnering with Access Health CT, one of the nation’s most successful health insurance exchanges, in the development of a comprehensive, statewide data resource to support important consumer transparency and other analytic objectives,” says Jim Harrison, Onpoint’s President/CEO. “Their team has a vision for transforming the model for public reporting in a way that makes data much more accessible and understandable than exists today.” Onpoint also will be making the APCD itself more readily available to internal and other analysts through a hosted analytics environment, enabling access to data sets and tools based on their individual profiles.
